RECRUITMENT CAPACITY INTELLIGENCE
Recruitment has measured activity for decades. The next decade belongs to capacity.
Recruitment Capacity Intelligence is the continuous measurement of how recruiting capacity is allocated, consumed, trapped, constrained and potentially recovered.
DEFINITION
Recruitment Capacity Intelligence
A management discipline that measures the finite recruiting capacity available to an organization, explains how that capacity is consumed by recruiting and non-recruiting work, identifies where capacity is lost to avoidable friction, and estimates how much of it could realistically be recovered through automation or management action.
Activity measurement asks what was done. Capacity intelligence asks what it cost, and what remains.
WHAT CAPACITY INCLUDES
Five states of recruiting capacity
- Allocated
- Capacity assigned to requisitions, teams and recruiting responsibilities.
- Consumed
- Capacity actually used by the work required to move requisitions forward.
- Trapped
- Capacity absorbed by coordination, rework, chasing and administration — Capacity Leakage.
- Constrained
- Capacity blocked by factors outside the recruiting team, such as stakeholder or approval delays.
- Potentially recovered
- Estimated Recoverable Capacity: the portion of leakage that could realistically be returned.
ATS ACTIVITY VERSUS CAPACITY INTELLIGENCE
Two different questions
ATS activity measurement
- Records events accurately
- Answers what happened and when
- Counts requisitions, candidates and stages
- Measures outcomes after the fact
- Treats every requisition as one unit
Recruitment Capacity Intelligence
- Measures the capacity behind the events
- Answers what the work cost and what remains
- Quantifies allocation, leakage and recovery
- Explains pressure while it is building
- Treats requisitions as unequal operating load
This is not a replacement for the ATS. The ATS remains the system of record for recruiting events.
FINITE CAPACITY
A recruiting month is a fixed frame
A full-time recruiter has approximately 173 working hours in a month. Everything — sourcing, screening, coordination, stakeholder management, reporting, administration and rework — is drawn from inside that frame. Capacity is not created by working harder. It is either allocated deliberately or consumed by default.
ONE EVENT, MANY CAPACITY PATHS
Every recorded event is the visible endpoint of real work

CORE METRIC LANGUAGE
What each measure answers
- Productive Recruiting Capacity
- How much capacity is going into work that advances hiring?
- Capacity Leakage
- How much capacity is absorbed by avoidable friction?
- Estimated Recoverable Capacity
- How much of that leakage could realistically be returned?
- Automation Recovery
- What portion could be recovered by removing manual effort?
- Management Recovery
- What portion requires a management or process decision?
A DISCIPLINE, NOT A DASHBOARD
Why this is management work
A dashboard reports numbers. A discipline changes decisions. Recruitment Capacity Intelligence gives leadership a repeatable way to ask where capacity went, why pressure exists, what could be recovered and what the organization is prepared to do about it. The measurement is only useful because it ends in a decision a human makes.

Every figure ReCapacity produces can be traced back to an assumption your team owns.
